UAE-based sovereign artificial intelligence (AI) startup AVELIN AI has raised $3.7 million in a pre-seed funding round from unnamed angel investors. This marks an important milestone in the company’s ambition to redefine how governments and highly regulated enterprises deploy and manage artificial intelligence.
The fresh capital will support the company’s expansion across the Middle East, Europe, and North America, while accelerating the development of its proprietary AI technologies and infrastructure.
The announcement comes at a time when concerns over data privacy, regulatory compliance, and digital sovereignty are driving organisations worldwide to rethink their dependence on third-party AI providers.
Explaining the company’s vision, founder and Chief Executive Officer Yury Akinin said, “Enterprises and governments increasingly recognise that AI cannot come at the expense of security, compliance, or control.
“The era of renting intelligence from external providers is coming to an end. Organisations need AI they can own, govern, and trust. AVELIN is building the sovereign AI models and infrastructure that enables that future.”
What is AVELIN AI and What Does It Do?
Founded in 2026 by AI entrepreneur and PhD holder Yury Akinin, AVELIN AI is building a sovereign AI platform designed specifically for governments and enterprises operating in highly regulated industries.
Unlike conventional AI services that rely heavily on third-party cloud providers to process and manage data, AVELIN enables organisations to deploy artificial intelligence while retaining complete ownership of their data, infrastructure, and compliance processes.
This approach allows customers to harness the benefits of advanced AI without sacrificing control over sensitive information.
Instead of relying entirely on external AI providers, organisations can operate AI systems within environments they fully own and govern, helping them meet strict regulatory and security requirements.
The company also benefits from support provided through leading technology programmes, including NVIDIA Inception, AWS Activate, and the Dubai Future Foundation, alongside initiatives from Red Hat, DigitalOcean, and OVHcloud.
These partnerships provide technical resources, mentorship, and ecosystem support that will help accelerate AVELIN’s product development and commercial growth.
The company’s founder brings significant entrepreneurial experience to the venture. Before launching AVELIN, Akinin co-founded Quantori, a life sciences AI company that achieved a valuation exceeding $100 million, before making a successful exit.
He also previously led engineering organisations serving some of the world’s largest enterprises, giving him extensive experience in scaling complex technology businesses.
The Problem AVELIN Is Trying to Solve
As artificial intelligence becomes increasingly integrated into critical sectors, organisations are becoming more cautious about where their sensitive data is stored and how AI models access it.
Financial institutions, healthcare providers, government agencies, and operators of critical infrastructure often face stringent regulatory obligations that limit their ability to use public AI services.
Traditional cloud-based AI platforms typically require organisations to rely on external infrastructure, creating concerns around data sovereignty, cybersecurity, compliance, and operational control. For many regulated industries, these concerns have become major barriers to AI adoption.
AVELIN aims to eliminate these challenges by giving customers complete control over their AI environments. Its platform enables organisations to build, manage, and govern AI systems within their own secure infrastructure while maintaining full ownership of both their data and the underlying technology.
Highlighting this industry shift, Akinin stated, “The era of renting intelligence from external providers is coming to an end.”
According to him, organisations increasingly require AI solutions they can fully own and trust rather than depending exclusively on external service providers.
What Will the Funding Be Used For?
The newly secured $3.7 million will play a central role in accelerating AVELIN’s commercial and technological expansion.
According to the company, the funding will be used to expand operations across the Middle East, Europe, and North America, strengthen its GPU computing infrastructure, and further develop its proprietary Cross-Model Fusion technology.
Powerful GPU infrastructure is essential for training and deploying advanced AI models at enterprise scale. By investing in additional computing capacity, AVELIN aims to improve the performance, scalability, and reliability of its platform as customer demand grows.
The company also plans to convert existing commercial agreements into formal customer contracts while expanding its footprint throughout the Gulf region before entering additional international markets during the remainder of 2026.
As part of its growth strategy, AVELIN will focus on serving enterprises operating in highly regulated sectors, including financial services, healthcare, government institutions, and critical infrastructure organisations.
Why This Matters
AVELIN’s funding reflects a much broader transformation taking place within the global artificial intelligence industry.
Around the world, governments and large enterprises are increasingly prioritising AI sovereignty, the ability to deploy and operate artificial intelligence without surrendering control of sensitive data or becoming overly dependent on foreign technology providers.
Tightening regulations surrounding privacy, cybersecurity, and data governance are accelerating this shift, particularly across the Gulf region.
The company noted that its latest funding round comes “as sovereign AI becomes a strategic priority across the Gulf and globally, driven by tightening regulation and growing enterprise demand to bring AI capabilities in-house.”
This trend represents a significant evolution in enterprise AI adoption. Rather than simply purchasing access to external AI services, organisations are increasingly seeking platforms that allow them to own, govern, and secure their AI infrastructure while remaining compliant with local laws and industry regulations.
Talking Points
AVELIN AI is positioning itself at the intersection of artificial intelligence, cybersecurity, and digital sovereignty, one of the fastest-growing segments of the global AI market.
Instead of competing directly with consumer AI platforms, the company is addressing a more specialised challenge, enabling governments and highly regulated industries to adopt AI without compromising data privacy, regulatory compliance, or operational control.
This strategy is particularly timely as countries increasingly seek to reduce dependence on foreign AI infrastructure amid rising geopolitical tensions and stricter data governance laws.
By developing sovereign AI models, proprietary Cross-Model Fusion technology, and dedicated GPU infrastructure, AVELIN is building the foundational technology required for secure, enterprise-grade AI deployment.
Although the company is still at the pre-seed stage and must prove its ability to execute commercially, its focus aligns with a growing global demand for trusted, locally controlled AI systems.
If successfully executed, AVELIN could become an important player in the emerging sovereign AI ecosystem, particularly across the Gulf region and other markets prioritising digital independence.
