In a bid to improve the efficiency and professionalism of the Nigeria Civil Service, the Federal Government has conceived the idea of establishing “War Rooms” to ensure checks and balances within in the Nigerian polity and system.
The development was disclosed by the Head of Civil Service of the Federation, Didi Walson-Jack, at the recently concluded retreat with Federal Permanent Secretaries in Zuba, Niger State.
According to Didi, the establishment will serve as an important medium for monitoring and managing the execution of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021-2025.
Speaking on its management and operation, she noted that the War Rooms would be led by Permanent Secretaries, adding that it would involve key stakeholders to ensure that intended reforms are achieved.
War Rooms? What it means
In the military, a war room is a room at the military headquarters where maps and advanced technological equipment are made available to show the current status of troops. The room can also be a technical hub where necessary strategy is planned to monitor battle situations.
Borrowing the concept, the Nigeria Civil Service under Didi Walson-Jack intends to establish its novel war rooms to address challenges related to its proposed FCSSIP-25 reforms.
What is FCSSIP-25?
In a publication by Juniper publishers, the FCSSIP-25 is described as Nigeria’s well-conceived blueprint for repositioning the Federal bureaucracy to suit the transformative requirements of modern civil service administration.
According to the publication, the content of the strategy document is expected to make the service a world-class Service by 2025.

- Recall that the Federal Civil Service Strategy and Implementation Plan 2017-2020 (FCSSIP20) was developed in 2016 and implemented until December 2020.
- The successor plan, FCSSIP25, was launched in December 2021 and has been in full implementation since June 2022.
